EFICOR Participates in United Nations Framework convention on climate change-Bali


United Nations Framework convention on climate change was held in Bali island of Indonesia from 3-14th December 2007. The Conference of Parties(CoP-13), hosted by the Government of Indonesia, brought together representatives of over 180 countries together with observers from intergovernmental and nongovernmental organizations, and the media. The United Nation’s Intergovernmental panel on Climate Change (IPCC) fourth report triggered off the urgency to come to a political consensus at Bali CoP-13, to deliver a necessary breakthrough and get the negations going on for a new international climate change agreement beyond 2012 when the Kyoto protocol comes to an end.

EFICOR was invited by Tear Fund UK to participate in the convention. EFICOR was represented by its Programs Director, Mr. Sanjeev K Bhanja as a lobbyist of ‘Adaptation fund’ on a theme called ‘Adaptation and the post 2012 framework’. The major points of lobby as defined by the Tear Fund UK policy team are:

  • Linking adaptation and mitigation tracks: so that the key negotiations and decisions are no longer made in isolation from each other

  • Awarding adaptation equal status with mitigation: This would include creating legally binding commitment to fund adaptation, and ensuring that the funding levels are adequate to address the scale of need
Under Post 2012 framework Tear Fund/EFICOR lobby for
  • Clear and accurate definition of adaptation without including implementing response measures

  • Adequately funded: Calculation shows a minimum of 50 billion USD is needed for developing countries

  • Consistent, reliable and predictable source of funding with some kind of legal binding on parties
CAN(Climate Action Network), a forum of NGOs in the UNFCC was also used as a pressure group to make parties convinced on the post 2012 adaptation framework. Tear Fund UK also hosted a side event in the conference where the community perspectives and outcomes of EFICOR’s piloting on DRR (mitigations) were presented by Mr.Sanjeev K Bhanja to the audience.

EFICOR acknowledges the efforts and initiatives of Mr. Andy Atkins and policy team of Tear Fund UK to facilitate and build capacity of EFICOR to take up issues of Adaptation and Mitigation within the purview of climate change at national, regional and global level.

After the conference, EFICOR has come up with many action plans including being part of CAN (Climate Action Network)
